1993 Honda Accord harmonic balancer

I was wondering if anyone can help.  I had someone change out my water pump which was leaking and in the process was told that my timing belt had a rip.  It too was replaced.  Now when I get in the car, it sounds loud as if I have a tail piece that would increase my exhaust noise.  I did however take the car to get a smog and it passed so Im assuming that the timing is good.  While listening to the engine with the hood upu it does not sound loud.  Only from the inside, it also gets somewhat louder when driving and revs down when the RPM drops per shift.(Its an automatic)  could the harmonic balancer be the cause?  Has anyone had this problem before?
