Couple suggestions... first, get a credit card and use it wisely. Most report your credit history to all the credit agencies. Just because you have a cell phone you pay on times doesn't mean your payment history is being sent to the credit agencies. Credit cards (along with car loans, mortgages, etc.) will help to re-build your credit provided you actually use it from time to time, don't exceed your credit limit, and pay your bill on time.
Second, and this kind of goes along with the first, pay ALL your bills on time. You miss that payment to the electric company and before long you have a collection agency calling you and hitting your credit report. Keep in mind that this takes time... your credit won't be fixed over time.
Lastly, since it looks like you are/were in the military, go with USAA. USAA is a company that only does business with military members and their families (for the most part). I have checking, savings, insurance, brokerage, mutual fund, and credit card accounts with them and they are, by far, the best company to have. If you can get USAA accounts, you should. For credit cards, you get little military type benefits, like reduced interest rate for one year when you PCS, and other deployment type benefits.
