car starting problem?

95 honda civic lx.  why is it that when i come back to my car after shopping my car wont start at the turn of the key?  i have to push down the gas pedal and slowly release it while turning the key to start the car.  what could be causing me to have to start my car in this way?  i had a full tune up done, spark plugs, fuel/air filter, fuel system throttle body cleaning etc and the battery was checked and is fine.

Car is getting flooded. While you are in the store fuel is leaking into the intake manifold and flooding the motor. When you get ready to start the car you have to 'feather' the throttle to get the gas to evaporate into the cylinders instead of drip in>

Poss dirty tps. clean it.
